The Metropolitan Manila Development Authority constable who was verbally abused by a traffic violator in August last year is disappointed by the decision of the Land Transportation Office or the LTO to give back Robert Blair Carabuena's driver's license.
Saturnino Fabros said Carabuena's license should be revoked because he believes that he might do the same thing again.
Meantime, MMDA chairman Francis Tolentino said the agency will file a motion for reconsideration and said people like Carabuena should not be allowed to drive because he is a danger not only to the enforcers, but to other motorists as well.
Carabuena was caught on video slapping and verbally abusing Fabros, who confronted him for a traffic violation, in Quezon City on Aug. 11, 2012.
In its decision, the LTO recommended that Carabuena be charged with “disregarding traffic signs/disregarding traffic officer,” which carries a fine ranging from P300 to P1,000.
