In the Philippines, there are several types of licenses available to the public. But majority of license applications are for non-professional drivers. For this, as well as for other types of licenses, applicants must first secure student permits from any district or regional licensing center of the Land Transportation Office (LTO). In this help page, we’ve catalogued the list of requirements for the different types of license applications. However, overall acquiring a license only takes a three-step process. applying, testing and certification; all of which is handled by the LTO’s licensing section.
Student Permit
  • Applicant should be at least 18 years-old (although on occasion, the government allows people as young as 16 years-old to secure a learner’s permit, provided the applicant has parental consent.)
  • Must present birth certificate, (if 18-25 years-old) or voter’s permit(if 26 years-old and above)
  • Must fill up the LTO’s application for student permit forms and index cards with the necessary information, (available at all LTO district and regional offices)
  • Must have at least three (3) 1”x1” ID pictures
  • Must pay P 25.00 for application fee and an additional P50.00 for permit at the LTO.
  • Must pas the written examination for applicants
Non-Professional Driver’s License (New)
  • Must be a valid holder of a student permit that’s at least one month old.
  • Must present a medical certificate issued by a physiciandeclaring that the applicant is physically fit to drive
  • Must fill up application form for driver’s license and index card
  • Must have at least three (3) 1”x1” ID pictures
  • Must pay P 25.00 for application fee and P 180.00 for licensing at the LTO’s Licensing Center (for Metro Manila)
  • Must bring a motor vehicle to be used in government driving tests
  • Must pass the written and practical examination at the LTO Licensing Center
Professional Driver’s License
  • Must present a student permit that at least five (5) months old or a non-professional driver’s license that’s at least four (4) months old.
  • Must present three (3) 1”x1” ID pictures
  • Must fill up application form for driver’s license (ADL) and two index cards
  • Must present a medical certificate from a reputable physician
  • Must present Police/Fiscal clearance secured from place of residence or the National Bureau of Investigation (NBI) with the official receipt of payment for the said clearance
  • Must bring a motor vehicle to be used for actual driving tests
  • Must pay P25.00 for the application fee and P240.00 for actual license
  • Must pass the written and practical examinations at the LTO’s Licensing Centers
